Happy / Holy

31 “You are to be my holy people..." (Exodus 22: 31a NKJV).

16 "Because it is written, Be ye holy; for I am holy." (1 Peter 1:16 KJV).

Happy is an emotion. Holy is a state of being. Scripture is clear on which has precedent in our human experience.
